Filing Instructions

All motor carriers, brokers, and freight forwarders must file a BOC-3 before FMCSA will activate their operating authority.

​

A BOC-3 designates legal agents in all states to receive service of process on your behalf.

​

Failure to file will delay activation of your MC Number and may result in denied or revoked authority.

​

Self-service filing is available through authorized BOC-3 process agent providers.
